I think making it 1900 on the flop is the “best of both Worlds”
Jx/ flush draw is quite non elastic to raise size. We are blocking 9s, so we targeting Tx Qx, Jx/ FD. I would assume that many Tx have a gutter/ OESD to go with it and do not expect Qx to fold to single raise.
